Addressing a public rally in northern town of Pilibhit in Uttar Pradesh, Singh said the BJP campaign was centered only on Modi.
"Their election campaign is centered on a person. He is making tall claims, which has no basis, and he is making such promises that cannot be fulfilled."
Singh also said the BJP's manifesto was divisive. "If you look at the BJP manifesto, you would realise that there is no difference in their old agendas to divide the society."
The election to choose members to the 543-seat Lok Sabha, or House of the People, is spread over five weeks in nine separate phases and ends on May 12. Results would be announced on May 16.
